A feasibility study commissioned by an urban authority proposes treating residential quiet as a managed service rather than as an ambient condition. Under the model, buildings in high-noise corridors would be fitted with active acoustic systems, and households would draw from a metered quiet allocation in much the way they currently draw hot water.

The reasoning is not as strange as the billing model makes it sound. Noise is already understood as a health exposure, the measures that reduce it are already expensive, and those measures are already distributed according to what a household can pay. The study's contribution is to propose a meter, on the theory that anything measured eventually gets regulated.

Under the tariff sketched in the annexes, silence would cost most during the evening, when demand peaks and everybody wants it at once, and least during the small hours, when it is largely free anyway. A social tariff would guarantee a baseline allocation to every household, described in the document as sufficient for sleep and defined nowhere.

“We would not be selling quiet,” a spokesperson for the study would insist. “Quiet is not ours to sell. We would be selling the removal of a noise that somebody else introduced. We appreciate that this is a subtle distinction and that the invoice will not contain it.”

The equity problem would arrive immediately. Quiet already tracks wealth with almost embarrassing precision: quieter streets, thicker walls, gardens, distance from the ring road. Formalising that gradient into a price would make it visible, and the study's authors argue, not unreasonably, that a visible inequality is easier to argue about than an invisible one.

There is also the question of what a quiet allocation would actually suppress. Traffic, plainly. Construction, presumably. Neighbours, the study notes carefully, would fall under a separate consultation, because the technical problem is trivial and the social problem is not.

Nothing would be built for years, if ever. But the components are already in the market: acoustic glazing sold by performance rating, noise maps used in planning, and a quiet carriage on every intercity train that has quietly become the most contested seat in European transport.
